Some policy and measures to support that stable development of foreign trade
First, ensure production and performance, and support superior products to explore the international market. All localities should strengthen the protection of foreign trade enterprises in epidemic prevention, energy use, employment and logistics, and give full support when necessary to ensure the timely delivery of foreign trade orders. (The local people’s governments, the Ministry of Commerce, the Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Human Resources and Social Security, the Health and Wellness Commission, and the General Administration of Customs are responsible for the division of responsibilities.) In combination with relevant national practices and China’s actual market demand, we will study and optimize the underwriting conditions for medium and long-term insurance and increase the support for export credit insurance. (The Ministry of Commerce, the Ministry of Finance, China Banking and Insurance Regulatory Commission and China Export Credit Insurance Corporation are responsible for the division of responsibilities) Make overall use of existing capital channels such as special funds for foreign trade and economic development to further support small and medium-sized foreign trade enterprises to explore the international market. Accelerate the use of special funds for foreign trade and economic development. Second, actively support enterprises to participate in various exhibitions to seize orders. All localities actively use special funds for foreign trade and economic development and other related funds to support enterprises to participate in various overseas self-organized exhibitions held by local and other regions or trade promotion agencies and exhibition enterprises, and encourage qualified places to expand the scale of overseas self-organized exhibitions. All localities should strengthen guidance, support enterprises to improve the service level and work enthusiasm of overseas exhibitors, and continuously improve the effectiveness of overseas exhibitors. The local foreign affairs, commerce departments and immigration management agencies should further strengthen service guarantee for foreign trade enterprise personnel who go abroad to participate in exhibitions, negotiate and other business activities under the prevention and control of normalized epidemic situation. Third, run the online exhibition of the 132nd China Import and Export Fair (Canton Fair). Expand the scope of exhibitors, and support all enterprises that meet the participation qualification criteria to apply for participation voluntarily except the 25,000 exhibitors in physical exhibitions. The exhibition time on the extension line will be extended from 10 days to 5 months. Strengthen investment promotion and drainage, comprehensively use various channels to publicize and recommend, and further increase the number of buyers registered for exhibitions. Fourth, play the role of foreign trade innovation platform. Pay close attention to the establishment of a new batch of market procurement trade mode pilot, import trade to promote innovation demonstration zone, cross-border electronic commerce comprehensive experimental zone. Fifth, further play the role of cross-border e-commerce in stabilizing foreign trade. Introduce policies and measures to further support the development of cross-border e-commerce overseas warehouses. During the study year, the second phase of the service trade innovation and development guidance fund was launched to further promote social capital, and make overall use of existing capital channels such as special funds for foreign trade and economic development to jointly support the development of new foreign trade formats such as cross-border e-commerce and overseas warehouses. On the premise of legal compliance and risk control, we will further strengthen the support of export credit insurance for the construction and operation of overseas warehouses. Optimize the customs filing process, strengthen the China-Europe train transportation organization, and support the transportation of export goods in overseas warehouses. Improve the efficiency of port collection and distribution and domestic transportation, and ensure that import and export goods turn quickly and quickly. Ensure the stability of the industrial chain supply chain. We will continue to clean up unreasonable charges at ports, and strengthen supervision over the main body of charges at shipping ports such as yards inside and outside the port.
