Inspectors believe that although the ecological environmental protection work in Yunnan Province has made positive progress and achieved results, there is still a big gap compared with the requirements of the central government and the expectations of the people.

  In April 2021, the inspector group stationed in Yunnan and carried out the second round of eco-environmental protection inspectors for one month. The inspector pointed out that some comrades have no clear understanding of the fragile and sensitive objective reality of Yunnan’s ecological environment, and there is a tendency of blind optimism. In Kunming, around Dianchi Lake, the lakeside zone around Dianchi Lake, especially around Caohai Lake, has been occupied by real estate projects, and the ecological space of Dianchi Lake has been severely squeezed.

  In addition, some places dare not take responsibility for solving outstanding ecological and environmental problems, and their responsibilities are not implemented in place. Some provincial river (lake) chiefs "only take the lead and do not fight", and some outstanding problems have not been solved for a long time.

  Inspectors believe that the situation of protection and management of plateau lakes is still grim. In 2020, the water quality of seven of the nine plateau lakes failed to meet the requirements of water function zoning, and the water quality of Qilu Lake deteriorated from Grade V in 2019 to Grade V in 2020.

  Tonghai County, Yuxi City invested 730 million yuan to build a sewage interception project around the lake, which "intercepts pollution without pollution control", and the intercepted sewage is discharged into Qilu Lake through gates in rainy season. Tonghai county even resorted to fraud, interfering with the sampling environment of state-controlled water quality monitoring points through enclosure dilution, resulting in the illusion of water quality improvement.

  At the same time, the regulations on the protection of plateau lakes require supporting measures such as protection or utilization planning. However, it is not until 2018 that the cities and prefectures will concentrate on planning, and there is no "regulation" for the protection and utilization of plateau lakes for a long time. In some places, there is not enough systematic thinking on lake protection and governance, and planning and control are weak. The shoreline and buffer zone of Fuxian Lake are lack of scientific planning and control, and the development intensity is high. The phenomenon of "retreating while advancing", "retreating from business" and "landscape management of the lake" is prominent.

  The inspector pointed out that some key areas of pollution prevention and control in Yunnan have outstanding shortcomings. There are many debts in the infrastructure of domestic pollution prevention and control in Yunnan Province, and the centralized collection rate of urban domestic sewage is generally low. The construction of domestic waste incineration facilities lags behind; Some industrial parks have outstanding environmental problems; The situation of prevention and control of heavy metal pollution is not optimistic; The problem of agricultural non-point source pollution is prominent.

  Inspectors found that there are still weak links in ecological protection in Yunnan. Over-exploitation in some places has reduced the area of natural forests in some areas. In addition, there are about 8,000 abandoned open-pit mines left over from the history in Yunnan Province, accounting for the largest area of damaged land in China, but the ecological restoration work is seriously lagging behind.

  The inspector group also sorted out the problem of accountability for ecological environmental damage found, which has been handed over to the Yunnan Provincial Party Committee and the provincial government for handling according to relevant regulations.
